Lack of transparency as a challenge in implementing the EU Data Act.
Under the EU Data Act, manufacturers of so-called connected products are required to share data generated during product usage with users and third parties upon request. A German automotive manufacturer faced several key challenges in meeting these requirements: lack of transparency around vehicle usage data, unclear responsibilities, and the absence of standardized processes for compliance. It was unclear what data was being collected, where it was stored, and who was responsible for describing it. Standardized processes for classifying, documenting, and providing access to this data were also missing. Without a clear governance structure, the company faced not only regulatory risks but also inefficient processes in data release and usage.

A multi-step approach was implemented in the areas of data governance and management to ensure compliance with the EU Data Act. All relevant usage data sources from vehicles and connected services were systematically identified. Responsibilities for this data were anchored at the management level, and budgets were requested for the ongoing maintenance and classification of the data sets. In parallel, existing data flows in backend systems were analyzed and evaluated for their relevance to the EU Data Act, in close collaboration with responsible stakeholders and the legal department. A standardized metadata model was developed to enable consistent documentation and categorization of data, ensuring compliance with EU Data Act requirements. This model was integrated into a company-wide inventory approach, in alignment with the central architecture team, to ensure long-term implementation and documentation.
